2 New Studies Differ Over Effects Of Marijuana On Drivers

Two U.S. studies on the effects of marijuana on drivers in states where it is allowed for recreational use came to different conclusions about whether it increases risks behind the wheel.

A study by the American Journal of Public Health published on Thursday looked at motor vehicle fatalities and found no significant increase in Colorado and Washington State, where recreational marijuana use is legal, compared with eight states where it is not legal that have similar populations, vehicle ownership, and traffic laws. Alabama, Kentucky and Texas were among the states in the comparison group.

“Our study focused on deaths and actually found what we expected going into this,” Jason Adedoyte, lead author of the study said in a telephone interview. Adedoyte is a trauma surgeon at Dell Seton Medical Center at the University of Texas at Austin.

“Back in 2012 some argued that people would ride around in their cars crash and die. Our study proved that isn’t true,” he said.

The American Journal of Public Health examined data from 2009 to 2015 taken from the U.S. Fatality Analysis Reporting System.

In another study published on Wednesday, the Highway Loss Data Institute analyzed the frequency of car insurance collision claims in Washington, Colorado and Oregon, where recreational marijuana is also permitted.

It found a 3 percent increase in collision claims in those states compared with Wyoming, Idaho and Nevada, where it is not legal.

“In states that passed legislation approving the recreational use of marijuana, the data showed that there was a strong indicator that marijuana was a factor in considering the rise of claims,” Matt Moore, senior vice president of The Highway Loss Data Institute, said in a telephone interview.

The Institute examined about 2.5 million insurance collision claims from January 2012 and October 2016.

Mason Tvert, communication director of the Washington, D.C.-based Marijuana Policy Project, a pro-legalization group, questioned the methodology of the Institute’s study.

“There’s no clear evidence that marijuana is a factor. It’s going to take several years and studies before we can determine that,” he said in a telephone interview.

The Institute’s Moore defended its approach, saying, “We looked at the correlation of states with similar insurance claim frequencies, and the states we chose had the highest correlation.”

Federal law prohibits recreational use of marijuana in the country, however, it has been approved by eight states including Maine, Massachusetts, Colorado, Washington, Alaska, Oregon, California, Nevada and the District of Columbia.

DSS busts plot to attack Kano; 27 grenades recovered

The Department of State Services (DSS), on Friday, said it had uncovered a plot by suspected terrorists to attack Kano, Kaduna, Sokoto and Maiduguri during the Eid-el-Fitr celebration.

Mr Tony Opuiyo, an operative of the service who made the disclosure in Abuja, said two suspects — Yusuf Adamu and Abdulmuminu Haladu — were arrested in Sokoto in connection with the plot in the early hours of Friday.

Opuiyo said that their plan, together with some currently at large, was to assemble explosives and use them on selected targets during the sallah celebration.

He added that items recovered from Mohammed ‘s house were eight AK 47 rifles, 20 Ak 47 loaded magazines, 27 hand grenades and 793 rounds of live ammunition.

Others were one gas cylinder, three laptops, one Lifan motorcycle, one Honda Civic car and one printer.

He said the service had also uncovered plots by terrorists to infiltrate the ranks of the Islamic Movement of Nigeria, also known as Shiites.

“This is an attempt to assume formidable cover to unleash violence and evoke a complete state of chaos in Abuja and other northern states.
“Sequel to this, the SSS is warning members of the Islamic Movement of Nigeria (IMN) to desist from staging any form of procession or demonstration as the terrorists will seize the opportunity to unleash mayhem,” he said.

He advised the public to disregard the antics of the terrorist extremists to cause breakdown of law and order and instill fear in the populace.

End discrimination, harmful practices against widows -UN Women

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) has called for an end to all forms of discrimination and harmful practices against widows.

The UN Women, in a statement for the 2017 International Widows’ Day commemorated on June 23, called for the protection of widows’ rights to independent life and livelihood.

“Although accurate information is limited, it has been estimated that there are some 285 million widows around the world, with over 115 million of them living in deep poverty.

“Data on women’s status are often not disaggregated by marital status, so at every level of gender statistics, from national to global, widows are not visible.

“Yet we know that many elderly widows face multiple and intersecting forms of discrimination, based on their gender, age, rural location or disability.

“Others are still young when they lose their husbands, perhaps as a result of conflict or because they were married as children to a much older man. These women face a long lifetime of widowhood.

“Along with the shock of losing a spouse, the situation for widows is often compounded by stigma and social isolation.

“In many countries, widows are stripped off their rights to assets such as land, income and property. Without access to social protection, they face destitution,’’ the UN Women said.

According to the World Bank Group’s Women, Business and the Law 2016 report, out of 173 countries, 90 per cent have at least one law limiting women’s economic participation, including constraints on their ability to inherit or own land.

The UN Women said repealing these discriminatory laws was not only ethical but  a mandate of the Sustainable Development Goals as the first target of Goal 5 is to `end all forms of discrimination against all women and girls everywhere’.

Action on these could impact the lives of millions of widows who are currently dependent on their husbands for their livelihoods, the UN agency said.

The UN Women pledged its commitment to working with Member States and civil society to ensure the rights of widows.

“This includes providing women with information on access to a fair share of their inheritance, land and productive resources; pensions and social protection that are not based on marital status alone; decent work and equal pay; and education and training opportunities.

“Widows must be empowered to support themselves and their families. This also means addressing social stigmas that create exclusion, and discriminatory or harmful practices.

“Such stigma include those in Togo, where a widow can be required to undergo a period of isolation and imprisonment, purification ceremonies to ‘cut the link’ with her deceased husband, and pressed to remarry.

“The Sustainable Development Goals call on all of us to include those who are at risk of being left behind.

“Let us work to ensure that all widows have the opportunity to build a new life after personal loss,’’ the UN Women said.

The UN agency said that women had inviolable rights that were not dependent on anyone else stressing they must be able to enjoy those rights whether they are single, married, separated or widowed.
